1. The names of dominion of third level will be assigned taking care of a temporary criterion of priority in the request.

2. The fulfillment of the requirements established in the sections fourteenth, the fifteenth and seventeenth for the allocation of names of dominion of third low level indicatives “gob.es� and “edu.es� will be verified with previous character to its allocation.

The names of dominion of third low level the indicatives “.com.es�, “.nom.es� and “.org.es� will be assigned without previous verification of the requirements including in the sections fourteenth, fifteenth 2 and seventeenth 2 and 3, although these could be verified at the request of part in agreement with the procedure anticipated in the section sixteenth. In this case, the effectiveness of the allocation is conditional to the result of this procedure.

They will be able to ask for the allocation of a name of dominion of third level:

a) Under the indicative “.com.es�, the physical or legal people and the organizations without personality that interests have or maintain bonds with Spain.

b) Under the indicative “.nom.es�, the physical people who have interests or maintain bonds with Spain.

c) Under the indicative “.org.es�, the organizations, institutions or groups with or without legal personality and spirit of profit that have interests or maintain bonds with Spain.

d) Under the indicative “.gob.es�, the Spanish Public Administrations and the organizations of Public Right of her employees, as well as anyone of its dependancies, organs or units.

e) Under the indicative “.edu.es�, the organizations, institutions or groups with or without legal personality, that enjoy official recognition and realize functions or activities related to education or the investigation in Spain.

1. The names of dominion of third level will be able to be constructed in any form, whenever they do not harm the arranged thing in the section seventeenth.

2. Despite the established thing in the previous number, the allocation of names of compound dominion of third level exclusively by last names or a combination of own names and last names, will demand that these have direct relation with the applicant.

3. Also, the allocation like name of dominion of the place-names and gentilicios to that section tenth b) under the indicative talks about “.gob.es� will demand that these identify the applicant of unequivocal form.

1. Assigned to a name of dominion of third low level the indicatives “.com.es�, “.nom.es� or “.org.es�, the people or organizations that feel harmed by this allocation will be able to insist of the authority of allocation that comes to the verification of the fulfillment of the requirements established in the sections fourteenth, fifteenth 2, ydecimoséptimo 2 and 3, through procedure and within the terms that the authority of allocation in the terms anticipated in the additional disposition eighteenth of Law 14/2000 establishes, of 29 of December, Fiscal Measures, Administrative and of the Social Order.

2. In this procedure the beneficiary of the dominion name will have to be always heard.

3. The unique pretension that will be able to be exercised in the procedure is the one of the cancellation of the name of dominion by breach of some of the general conditions to that its allocation in accordance with the arranged thing in the sections is put under fourteenth, fifteenth 2 and seventeenth 2 and 3, notwithstanding the right of the parts to go to the competent jurisdiction.

However, the person or organization who has urged the initiation of the procedure will have preference for the obtaining of the dominion name, if she presents/displays his request in the term that settles down in the procedure norms.
